Does anyone remember the testimony
regarding funds (billions, if I recall) being diverted from Afghanistan to Iraq without Congressional approval? I think the deed transpired in 2002. I'm looking for a link. Thanks in advance!

1. It's in Bob Woodward's book
I think the title is Bush At War but I'm not positive. You can get it at the library.
