Can someone tell me when Bush's speech is supposed to begin?
You'd think that kind of basic information would be easy to find, but amazingly I can't seem to find any story that takes the time to mention what time it is...

I had the same problem, but I heard this on TV last night.

Here's a CNN article:

With his approval rating sinking in the polls, President Bush tonight addresses the nation about his plans for Iraq. "I think we have a clear strategy for success," White House spokesman Scott McClellan said Monday. Bush will mark the anniversary of the U.S. handover of sovereignty to Iraqis in a speech at 8 p.m. ET at Fort Bragg, North Carolina.
