Actually, he could run, but not get sworn in. There are things he could do to get sworn in, but if he won the election he could not serve.

And it does puzzle me that Clinton would want to spend time Poppy, given the fact that the people who put Dubya in the WH are the same people who tried to impeach Clinton and dragged his family through the whole humiliating ordeal.
If I was Clinton, I'd want to punch any follower of Karl Rove in the nose. So I'd stay far, far away.

Saddly no, The thing is that once you run twice you are done with that office ...now remember that Billy has ben eying the UN seat no not ambassador you big silly, Sectary Gen. President of Presidents as it were. Daddy bush as many ties Big Bill can use and a real relationship between two ex world leaders isn't that far fetched so don't think he's just "playing" nice nice ;)

envision parties at all so that has nothing to do with whether he can run again.
In fact, the original Constitution before the Twelfth Amendment laid out a completely different way of electing a president than we do today.
Each state legislature would choose electors for their state.
Each elector would vote for two people they thought would make good presidents. Only one could be from their own state.
When the electoral votes were counted, if someone had more than half of the electoral votes, then he would be elected president. In the more likely case of no one having a majority, then the House of Representatives would choose one of the top five vote-getters to be the new president. The House would vote one vote per state.
An interesting system, it envisioned no political parties.
The legislature would choose learned men as electors who would look across the country for suitable presidents.
No one would run for the office.
Also, notice the people had no role in the process through direct election.
Gradually each state decided to choose its electors by a vote of the people. South Carolina was the last state to hold a vote of the people in 1868.
It was probably not the most honest vote since South carolina voted for US Grant in 1868, a result which was more than questionable.

Maybe if Sen Clinton gets elected she will appoint Bill to be Sen. in her place. HAHA
