Democracy or Despotism?

How does your community rate? My local community is doing pretty well I think, but I have serious concerns about the Federal gov't. See what you think from this excellent 10 min video, produced in 1946 by Encyclopedia Britannica Films.

1. How do we measure it?

I like the film, but it does not propose a system on how to grade these scales. One is left to one's own opinions and perceptions on exactly where the country may be on a given scale.
Do you have a uniform unit of measure that could be used to grade the scale?
