When someone brings up false or irrelevant or badly outdated stuff in an attempt to make someone's current status look worse, that's a smear.

When a recitation of recent facts is going on, and those facts continue to have relevance and impact on the present situation, that's called an investigation, and is a legitimate inquiry into potentially criminal actions.
