They're not reporting it as fact. They're reporting that the WH is claiming this.

The quoted headline ("Rove learned CIA agent's name from Novak") is common headline parsing--sloppy and misleading, but common. Hell, I've only had one journalism class, decades ago, and I know the word "says" or "claims" needs to be the second word in that headline. But it's not unusual anymore.

...And that's what the WH is counting on. That, and the fact that Bush Voters tend to pay as much attention to the full reporting as Li'l Dubbie himself does.

BUT, this one's being laughed at openly, even by Wingnut press puppets. Hell, Cokie Roberts not only snickered at it, she snickered at it accompanied by Daily Show footage. It's a non-starter.
