Does anyone on DU know what a resolution is?
Can anyone give an accurate description of what a resolution is and how a resolution differs from legislation?

1. Depends what kind of resolution

The only difference that a joint resolution (such as IWR) has from a bill is that it can have a preamble.

A concurrent resolution gives the non-binding opinion of Congress, while a simple resolution gives the non-binding opinion of one chamber.

3. Only concurrent and simple resolutions
which do not have to be signed by the pResident.

5. Edwards and Kerry can be held to their vote on IWR because
it doesn't matter that it wasn't Congress declaring war...they knew that had not happened in a long time, and with this crowd who had a vendetta about Saddam since day 1, why would they even give him the appearance of having the Democrats on board?

it's a cop out by congress from performing their congressional duty concerning declaration of war.
