Fast forward a bit:

The March 30, 2004 is the oldest relative quote from your link. Notice how at THIS point the $284 number is $28 billion OVER bush*s supposed "fiscally responsible" number. So his alleged threshold was really $256 billion, but in the very next quote they have now usurped the $284 billion as their "continued commitment level".
