Politics aside, since 9-11 hasn't there been a federal plan
in place for disaster response in our American cities, man made or natural?

1. 'national significance'--400 page plan from Homeland Security approved
today.

2. the term is a legal term allowing homeland security to impletment its
plan to help in the hurricane aftermath.

I guess I just expected alot more rescue and protection people available by this stage of the disaster.
