Well, that must have been one of Mr. Bush's much vaunted 'good, crisp decisions'.
It seems to me that this moron makes a bunch of incorrect, but 'crisp' decisions.

we also have to "compete" our jobs, in other words prove that we can do our jobs more cost effectively than the private sector. It cost millions but we are not given any $$$ to do this, it comes out of our own budget, which cuts our budget for projects even further. In my small group of people (14 in my section) we have lost 3 people in the last 18 months and they have not been replaces. I am so overworked, I am looking for another job. For the record, Bush HATES federal empolyees, and he DESPISES the Corps because we make them follow environmental regulations.
