8. this situation should be blamed on the mayor and governor...

fema was not told till today that people had been sent there. The police in the city apparently sent people there with no one to receive them. I'm simply amazed that the city had absolutely no plan in place. The feds only help with the funds and bringing in the long term supplies. They do not plan these activities as they are not as familiar with the local issues. I wouldn't be surprised if Bush doesn't give a shit anyway....but the mayor and governors office have got to get on the ball. I haven't seen either of them in 24 hours...no wonder.

The federal role should be one of support. Seemingly having NO plan whatsoever for this predictable turn of events is the fault of the city and the state. They've known for DECADES this could happen... where's the plan???
