So, what was Chertoff thinking and why wasn't he prepared
You can hear the rationale for re-organizing the Homelandecurity Agency at this hearing. They talk about why they basically underfunded and marginalized other agencies like FEMA. Just incredible. And this is a legal Senate hearing. He is under oath.

Are you suggesting that he should have protected New Orleans and cut into his fun?
