And that means the ones who didn't choose to leave couldn't have anticipated this, either..so the fema director can stop with his talking points about how "the victims bear some responsibility".

Terrorists had contemplated flying large airplanes into important targets years before Sept 11.
Scientific American in October 2001, and U.S. News and World report in July of this year are just two magazines that had major articles about a hurricane drowning the city.
An essential part of the problem about not getting aid to NO in a timely manner is the vaunted Republican ideal of self-sufficiency. I think they honestly believe that each individual, regardless of personal circumstances, ought to be able to manage no matter what, including this sort of catastrophe. This from the same people that brought you Haliburton and Enron.
