Rove is framing this perfectly for the Propagandist to be the hero.
First, he reals off a gem that the relief effort's progress is "unacceptable" (quite the flip-flop from earlier this week) and then "We'll get on top of this situation".

So, he's on the way down to New Orleans right now (I'm sure with FAUX News riveted to every inch of the taxiing and flight plan.)

Also, the relief is finally showing up in New Orleans thanks to the outcry from the public and the media who saw what was going on down there (and what the administration feigned ignorance of) so that the Propagandist will show up when the relief is there and it will look like he's saving the day.

Excellent PR from the most vacuous P.O.S. to ever take up residence in the White House.

1. Kagen just called it politcal opportunity
when he could have been out surveying the damage, says he could have gotten that photo op briefing before he landed and it was obviously just a photo-op

Not when he could have funded the levee restoration and the Iraq invasion by CANCELLING THE TAX CUTS!!! And not when FEMA and the NG could have started the evacuation as early as last Friday!

But it's going to depend on how the MSM plays it--and THAT'S going to depend on how much pressure we put on them.

The Bush Administration is nw saying that they anticipated flooding but not the Levees failing. What a crock... they KNEW THIS WAS GOING TO HAPPEN!!!

6. This kind of stuff works only if the press helps it along.
From the sound of the messages emanating from everywhere but Fox, nobody's coming along for the ride this time. In fact, the best-case scenario for us might be for the sheep of the MSM to see the spin machine in operation after they, the sheep, have undergone the awakening that NO seems to be providing many of them. Then the spin itself could become the story--as it is already starting to do.

8. All the spinning in the world won't help this time
Rove can't spin away the dead in the Superdome or the Convention Center. He can't spin away the babies that died because their most basic health needs weren't met because The Bastard didn't have a plan in place to help New Orleans' poor evacuate. You can't spin away all those poor people who calmly waited and waited for their government to come in and help them, as it promised to do.

This disaster didn't unfold somewhere far away and unnoticed. It unfolded in slow motion and on live TV. No one can spin this disaster away. No one. The dead can not be made to go away. They will haunt Bush and haunt everything he does for the rest of his life. It didn't have to be this way. But because of his incompetence, it was. And no amount of bullshit can erase that.

Yep, what bank are they going to draw that money from...

Besides, reserves at the local level are restricted, any idiot knows that, and the federal government is the only government allowed to spend discretionary money

It WILL dwarf anything seen before. But that's not the complaint. The complaint is that the response is mortally LATE. The first 24-48 hrs. after a disaster are the critical window, in which you either gain control of the situation and save a bunch of people who'd otherwise die, and you maintain the sense among the victims that their plight is understood, and that they are still surrounded by civil order even though the roofs and walls have been blown away, or you lose that control. Then people die, people give up, people turn on each other, turn feral and eat the doomed. What dies is not only scattered individuals, but the basis of society which is the feeling that we are all in this together.

Naturally, a party of sociopaths led by sociopaths would bungle disaster prevention because, like the looters looting electronic gear that they won't be able to plug in anywhere, Republicans are all about maximizing short term selfish pleasure, even to the point of self-destruction. Tax cuts, wars of aggression, neglect of infrastructure, financial scandals are their calling cards. They can't take long term risk seriously, especially the risks that don't affect them in an immediate and personal sense. It's not real to them. That's why the neglect of the flood control around N.0. and Louisiana, and that's why the people of this stricken area were left to die and kill each other over the last bottle of coke.

3 cities in US mapped as being 'nightmares to be realized.' Which one has the most poor black people? : N.O. that one will be sacrificed. Pieces in place.

Act of God. Yes, we perceive that others will now think that we have fucked up when in fact this has been planned as re: MALEVOLENT NEGLECT. Allo looting to begin (expected: and it will be black people: get rid of some Dem voters while we're at it). (drumming fingers...waiting...waiting): NOW, is the time to send out the National Guard. Must create excuses: helicopters could not fly that low, etc. Timing's everything...drumming fingers...waiting, waiting....

Call up that CNN crew would you? Shut down the mike of the N.O. mayor: he's served our purposes. OK: Hit it boys: NG tanks roll into N.O. as Bush touches down. Bush kisses the baby.

Pure Reagan.

So: what's next? To shut down the media as much re: what has already taken place re: this perception that we screwed up by defunding Army Corps of Engineers re: fixing that levee.

See?

Get in Rove's head: you don't have to stay there: its pretty ugly but you can stand it if you know that if you can anticipate them, you can outsmart them.

But it's too late. Even if they got every single person out of NO tonight (which I wish more than anything else they would do) people have seen first hand their ineptitude and they know that cost many many lives. I have a horrible feeling that when the death toll is counted it is going to surpass 9/11 and this catastrophe is going to go down in History as America's biggest failure.
