This is Worse Than the Russians

Or at least very close to it. Look at Russia's major problems with disaster management - the Kursk, The Moscow Theater situation, Beslan, plus Soviet-era mismanagement like Chernobyl.

Remember how everybody - even most liberals - assumed that such a thing could never happen here. That even if the response wasn't faultless, it would never be so bad.

But this has been every bit as bad, if not worse

2. Actually Russia is offering assistance - Bush is declining, although

he did say later that he will "consider it". (somebody said it - maybe one of the Bushco team)

So, worse than Russia, yes!
