Explain these facts, if not a strategy to impose martial law, what?

that's why they wouldn't let them leave, that's why they fabricated or exaggerated the lawlessness.

they want to experiment in how they can set up martial law! the fuking bastards!

Isn't sending regular troops into our territory unconstitutional?


I wanted to add this to the OP:

1. we KNOW that false or exaggerated reports of violence are being made by FEMA (there are real acts of violence as well, but we also know of fabricated ones)
2. we KNOW that even in the face of people dying on the news, FEMA pretends to not know about it.
3. we KNOW that Bush and Chertoff and Brown all mention SECURITY priorities before RESCUE.
4. we KNOW that they have frequently halted aid getting in, for no apparent reason.
5. we KNOW the response has been beyond logical slowness to get NG there.
6. we KNOW other cities (like chicago) have offered assistance and been rebuffed
7. we KNOW relief efforts were initially started under various agencies, and then commandeered by the feds, after which nothing happened nor was allowed to happen for several days.
8. we KNOW that FEMA and HS have been working overtime to blame victims and to characterize them as looters and refugees.
9. we KNOW that local officials (like the mayor of NO and the gov of LA) have been vocal about the feds PREVENTING or REFUSING to offer aid when it was available.
10. we KNOW that the Red Cross has been barred entry.
11. we KNOW that folks at the convention are barred exit by an armed NG checkpoint
12. we KNOW that Harry Connick Jr. and news crews are able to drive their large trucks directly to the people but FEMA claims they can't.
13. we KNOW that individuals driving down to assist are being stopped by NG.
14. we KNOW that rich, white folk at the Ritz Carlton had their OWN NG UNIT as security and were evacuated before aid was brought to the convention center.
15. we KNOW that a "zero tolerance" for looting was announced early on
16. we KNOW that NG units were ordered to "shoot to kill".
17. we KNOW that Bush suddenly complains efforts are "unacceptable' and then announces a breach of posse comitas, that will not occur for at least 72 hours. That means, they are expecting to not evacuate people fully in that time, but they can ship in troops, actually INCREASING the number of mouths to feed and hydrate instead of reducing them.
18. we KNOW that they are spending a lot of PR time on Honore, the "John Wayne" take charge general, "getting the job done".
19. we KNOW that the purpose of the NG is to help in disasters, not be in Iraq, and we KNOW that the purpose of active troops is to be in Iraq, not on our soil. WHY would you swtich them?

Don't overreact until you know and understand just what's going on. I don't think anyone outside the city has enough facts to do that yet.

There's two sides to the "regular troops" issue. Yes, there is federal law prohibiting using the regular military for domestic law enforcement without special Congressional action. On the other hand, can anyone doubt that if both National Guard and regular Army / Air Force supplies and troops had been staged, authorized, and ready to go when Katrina hit, hundreds or thousands of lives might have been saved and incredible suffering prevented?

I saw a thread elsewhere about a couple of Dutch citizens watching the New Orleans aftermath in disbelief and saying, "if a dike got breached in the Netherlands, the army would be on top of things in an instant". And Holland is not exactly a fascist state.

saw it thursday night, the woman was calling from BALTIMORE, having already been evacuated. she told the story how they were at the Ritz Carlton, and the NG was guarding them. Then, buses came for them but couldn't get to the Ritz, so they had to walk three whole blocks (!!!!!) for ten minutes to get to the buses in "raw sewage". she was already HOME before Bush entered town with the supplies. Both my wife and I were watching and looked at each other.
I said "so...the ritz carlton people get a NG unit as security?
she also mentioned how lucky it was that a doctor in their hotel "commandeered" some antibiotics from a local drugstore to bring back to them.

Even the police are without effective communications. We have a group of armed police here with us at the hotel that is admirably trying to exert some local law enforcement.This is tough because looting is now rampant. The Ritz-Carlton New Orleans has been trying to evacuate guests by motor coach, but the buses keep getting commandeered for other rescue efforts.

“What transportation is coming into the city is sometimes being diverted to other emergency situations,” said Vivian Deuschl, vice president of public relations for the Ritz-Carlton Hotel Co. LLC. “All the people in the hotel are a priority. There’s just so many situations there.”

About 300 of the 1,200 employees and guests who weathered Hurricane Katrina at the Canal Street hotel still remain. The hotel is surrounded by about four feet of water and supplies at the hotel are beginning to run low. “We have as much security as we possibly can,” Deuschl said.
Inside the hotel, five doctors who were in town for an HIV convention have turned the French Quarter Bar into an infirmary to assist guests with medical issues that have arisen during their stressful stay. Earlier in the week, the doctors broke into a Walgreens drug store across the street, with Walgreen Co.’s permission, Deuschl said, to get medical supplies.

“We hope to get them out tonight. We have been trying to get them out sooner, but it’s been challenging,” “It’s an extremely difficult situation.”
