If I recall from my guitar playing days that is the shape of the G Chord but isn't he one fret off? Is this symbolism of the federal response to Hurricane Katrina?

3. Yes, and his ring finger is on the fret instead of behind it...
making for an intersting sound. Of course, any notes in combination form some sort of chord though not necessarily musically pleasing.

Most likely, he hit G# A F G G#, and a fret at the same time. I don't think a more awful sound can come from a guitar without breaking it, electrifying it, or playing it with an inanimate object.
