Enough legislators to initiate impeachment.
Even if all the Dems come out in support of censure or impeachment, I doubt if ANY Republicans will break rank.
Hopefully after mid-term, if there's a country left. Expect the 'Pubs to fight tooth and nail in '06, if for that reason only.

The President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors. - U.S. Constitution, Article 2, Section 4
The first two charges are clear; the last two are whatever the standing House of Representatives say they are, subject to the judgment of the Senate.
The Presiding Judge is the Chief Justice of the United States.

Specifically, more than half of the house, and 2/3 of the Senate. Anything less than that is a futile circus.
Since we are in a minority, all these impeachment threads are fantasies.
