And if so, reflecting on what happened in Iraq under Bremer, after this is under some kind of control, the finances and staffing of FEAM needs to be investigated in depth.

Thus, it's clear that Brown and FEMA were acting as Bushco obstructionists, more worried about property, violence, and looting after their slow response made people in NOLA so desperate.

It's even more clear that they were treating NOLA residents like foreign "insurgents" who needed to be herded together, locked up, and forced to put up with patronizing, military style treatment instead of the immediate compassionate, humanitarian, and caring treatment that any human deserves, no matter what class, race, or political persuasion.

2. Look at the FEMA site, they outsourced the work

and the company for communications and fuel never showed up. Those are two areas I heard about, rather the other sources showed or not I don't know. I do know that local charities and churches were there immediately setting up camps in National Parks etc....
