Smith said the people got to the highway and they had nowhere to go. I thought they were stopped by Guards at gunpoint.

He was repeatedly asked who's to blame-state, Fed., etc., and he refused to blame Bush, of course, and implied it was the governor by saying after 9/11, Giuliani got out there and took control, but nobody did that in LA. Of course he said that now is not the time for blaming anyone. I think he also said something about nobody using the available buses to evacuate those who had no cars.
