2. THere IS enough blame to go around
The whole system failed.

Acknowledging that does not absolve the Bush administration. It's not either/or.

4. Bill Frist on The Today Show
Basically said the same thing. When Katie asked him if being head of the International Arabian Horse Association really prepared Brown for leading FEMA, Frist said (paraphrased), "We need to overhaul the whole system. It was massive system failure. We need to focus on that, not on blaming this or that individual."

It is a very slick version of the shell game. They are admitting blame...sort of.

5. I'm so sorry I'm right, but I predicted this.
All the media outlets, Repub Senators & Congressmen, military types, etc. are all pulling back on criticism of Bush. Rove has managed to murk up the waters enough that the average person will believe it's mainly the fault of a) the people who lived there for not evacuating when told, and b) the Gov of LA and mayor of NO for not making the proper requests at the proper time, blah, blah, blah.

As big as it is, Katrina will not significantly injure Bush's ability to proceed as though he has a 100% mandate. And his poll numbers will be back up in the mid-50% range in a few days/two weeks at most.

The general public has moved on and will now be watching the SCOTUS stuff. Katrina is old news.

You can never go wrong in underestimating the effect these "scandals" will have on Bushco. They've never stuck - they never will.

6. There may be many who are to blame.
But the context of responsibility is different in every case.

Whatever mis-judgements the mayor and governor made they should be held accountable for. But that doesn't in anyway excuse or erase what Bush is accountable for. He is in charge of National Security...not any mayor or any governor. He "won" re-election because he promised to keep us safe. I don't remember that promise from Nagin or Blanco. All those right-wingers blaming the the mayor should stop and think. If they were in a catastrophic disaster are they going to count on their mayor to save them!

The Bush people pointing fingers at local and state government is like children getting in a fight and saying..."but he started it". It doesn't matter how the disaster came to be. Bush's totally inadequate and incompetent response is independent of anything anyone else did or didn't do.

9. Totally logical, but logic doesn't have much sway here...
You're right, of course, but unfortunately we'll never have that debate in this country. The MSM has moved on to Roberts and Katrina is for the courts (yawn). The public isn't going to listen. Who's on Survivor? What's Jessica Simpson up to? That's what they care about.
