The main reason for FEMA's failure: Nepotism
The Bush White House runs much in the same manner that Bush, the narcissist, conducts himself. It viciously attacks enemies, vindictively handles detractors, and refuses to take blame. His White House acts selfishly and destrustfully of outsiders. Much like a narcissist, a narcissistic organization like the Bush White House protects its own in order to maintain a false image.

For this reason "trusted" individuals typically are hired and promoted in a narcissitic organization. Michael Brown, being a Bush friend, is such a "trusted" individual. His qualifications matter little. His loyalty takes precedence. The hiring and promotion of friends, or nepotism, is a common practice in the narcissistic organization.

Bush hired an incompetent individual to handle FEMA. In spite of his lack of qualifications, he was placed in a very crucial position and has shown himself to be a failure.

He WILL NOT be fired. It behooves this White House never to consider such a thing. It will mean admitting that the false facade isn't so rosy.

I think that many investigations will occur over the next year concerning the humanitarian failures following Hurricane Katrina. Yet truly, I believe it will come down to one simple fact: there is a culture within the White House that promotes mediocre players based on loyalty only. A culture where nepotism transcends adequacy.

1. Not to nitpick but I thought nepotism means "hiring relatives".
I refer to the problems at FEMA (and Homeland Security)are a result of patronage. FEMA is a patronage cesspool.

2. No. It can mean friends and relatives.
Here's the definition per dictionary.com:

Favoritism shown or patronage granted to relatives, as in business.

Here's the second definition:

n : favoritism shown to relatives or close friends by those in power (as by giving them jobs)
