Saw on TV that young girls had been raped on Superdome

Does anyone know any more about the conditions kids and people experienced under the supervision, or lack thereof, by government officials at the various public facilities?

3. On Oprah, they showed the inside of the Dome.

The Dome was very dark with only a little bit of light coming in from the ceiling. There were thugs inside with automatic weapons who were basically trying to take over the place.

I don't understand this, there were some national guard inside during the hurricane. Did they stay outside the Dome for the rest of the time and lock the people inside?
