Santorum, as recorded by WTAE, the ABC affiliate in Pittsburgh: "I mean, you have people who, who don't heed those, those, uh, those warnings and then put people at risk, uh, as a result of not heeding those warnings. So there's, there may be, uh, a need to look at, uh, tougher penalties on those who decide to ride it out and, uh, and understand that there are consequences to not leaving."
