Don't let Rove distract us: Why debate over local response is irrelevant

When the subject is brought up by friends, family, coworkers tell them that what local and state authorities did or didn't do is COMPLETELY IRRELEVANT to the case against Bush.

Here is why: Once Bush declared Louisiana a major disaster, he accepted ultimate responsibility:

15. We need to look at some facts

In 1998 the State $2 billion construction budget, but less than one tenth of one percent of that -- $1.98 million -- was dedicated to levee improvements in the New Orleans area. State appropriators were able to find $22 million that year to renovate a new home for the Louisiana Supreme Court and $35 million for one phase of an expansion to the New Orleans convention center. But no money for levees.

IN 2001 residents of the area rejected a proposed tax increase for 60 projects, including projects to shore up the flood-walls.

In 2002 the state didn't raise the matching funds leaving 65% of the Federal funds untouched.

The local governments were building more important golf courses.

2. Not to mention the fact that at any time...
...as BushCo flunkies monitored the horrific scene unfolding, they could have simply pushed Nagin aside and said "we're taking over!" They simply have no excuse. Period.

3. No excuse for making people wait for water and food.
That caused an untold number of deaths. And Nagin had very limited means of coming up with more water and food once the hurricane hit.
