Houston have both work almost miracles here in Houston. FEMA announces they are going to give out debit cards and housing vouchers.

Then passes no word about when they were going to do this so people here starting lining up at 4 a.m. in the morning waiting for FEMA to show. FEMA shows up at about 8:00 a.m. and are there to register people for FEMA assistance and not hand out anything.

Most everyone in the line of hundreds of people had already register for FEMA benefits with the assistance of others besides FEMA. FEMA thinks it will take up to 10 days or longer to get these people any money or housing vouchers. FEMA is just completely fucked. These people need money and housing now not a fucking month from now.
