Forced Evacuation: Is this Constitutionally legal? |

Does the Federal government or state/local officials have legal rights to take homeowners out of their homes?
I think it's a good idea of it's in their best interest, but legally can they do it?

They can declare martial law, which they've done, and once that's done they can do pretty much whatever they need to do.
And even if martial law hadn't been declared, they can declare the city dangerous and uninhabitable (which has also been done) and they can move people out that way.
