My blistering message to Mr. Delay about the "bottom up" thing
I am writing to express my outrage at the colossal failure of the FEDERAL GOVERNMENT to respond immediately to the needs of the AMERICAN citizens in New Orleans last week. I cannot believe that Bush and his administration failed the American people in such a public and disgraceful way. Your comments today about the "emergency response plan working from the bottom up" are deplorable; deplorable even by your standards. You are on such thin ice because of your ethical violations. I don't understand how the GOP Party Loyalty REMAINS LOYAL EVEN UNTO DEATH, NOT YOUR OWN DEATHS MIND YOU, BUT THE DEATHS OF INNOCENT PEOPLE WHOSE BLOOD IS ON THE HANDS OF BUSH AND ANYONE WHO DARES ALLY THEMSELVES WITH HIM NOW! You and your people most certainly are "playing the blame game" - IT'S NOT A GAME - it's ACCOUNTABILITY! Accountability is coming Mr. Delay and the American people are bringing it. I suggest you mind what manners you may have. Try NOT to be so repugnant when you speak about this man-made disaster of a response from the administration whose claim to fame is "we are the only ones who can keep you safe here at home anytime, anywhere" - OBVIOUSLY NOT! This colossal failure and the denial of it is INEXCUSABLE! AND INHUMANE if that matters to any of your "compassionate conservatives."

1. What will happen if in the future, some disaster
wipes out the local government and it takes 5 days to put together a relief effort.....blame the State?

I feel even less safe than I ever had. Wasn't security *'s strong suit?

Plus there are these facts.

First of all, Mayor Nagin did his job, Gov. Blanco did her job (I read the letter she sent the Federal Government before Katrina hit). Everyone on the local and state level did what they were supposed to do. It's clear to everyone but Bush (who apparently doesn't even know what didn't go right, a very scary thought indeed) and his people who somehow, and I don't know how because it is so repulsive to me who are defending him still! So, with that said, the second thing is that Bush himself declared a Federal Emergency then failed to follow the law that his administration put into place regarding Federal Emergencies. So, I think that rules out the "bottom up" theory.

3. Mr. Delay is right.
There are three stages to a disater, The preparation, the destruction and the response. This begins at the botttom with the State and Local government preparing for the disaster. I think NOLA did that to the best of their ability. Then the destruction hits. The State and Local Government issue the first response to the best of their ability and call for what ever back up they need from the Federal Government. But the Onus in the Response is upon the Federal Government. Because State and Local governments ability to respond to the disaster can also be destroyed.

4. No he's not right. Yes there are actions that every level of Gov.
must take. DUH! They did their parts. City and State Govs did what they were supposed to do. It became a Federal Issue when Bush himself declared it so. This is a colossal failure of the Federal Government!
