Wasn't that FEMA's job in the first place? Wasn't it FEMA's job to coordinate, plan, get everyone's phone numbers?
And didn't FEMA get wrapped up in the new Homeland Security Department to further coordinate FEMA with all the other security/police/military functions of government?
And didn't Congress agree to remove civil service protection from FEMA and Homeland employees so that Bush could hire and fire based on his own judgment on who was best qualified?
How can one send Cheney and still pretend like FEMA and Homeland Security aren't the precise bureaucratic bottlenecks that we pay them millions and billions to prevent and remove?
Note the similarity to 9/11. After 9/11, Bush creates a new Intelligence Director to coordinate intel and sift it for use by the president. But that was the National Security Advisor's job already. Condi Rice was the one who was supposed to be doing it. But they just made another level of bureaucracy over her, rather than demoting her or criticizing her.

Unfortunately, I don't he cares about that! Cheney is a real hard a** and I'm sure if he barked an order, you'd see people jumping like frogs! Unfortunately, that's NOT why he's there. His job is to quiet the discontent and improve Shrub's #'s!
