Red Tape, Mr. Bush?
Just now, in your little 'press conference', you said you were going to eliminate the Red Tape in Washington in an effort to get help to those needing it.

I have a question ...... just who, exactly, holds the tape dispenser?

And by the way, since we're talking ..... look around you. You say 'Washington' as if it were spelled with four letters. Mr. Bush, YOU are 'Washington'. You control it all.

Red Tape is an impediment. Somebody failed at their job.

There is no "learning curve" or promoting above your competence when people's lives depend on it. You had better be competent and you had better appoint competent people, or else YOU are the one who failed on the job, Mr. Bush.

3. Yep. Red tape (The new Nuremberg Defense)
Definition: The Nuremberg Defense is a legal defense that essentially states that the defendant was "only following orders" and is therefore not responsible for his crimes.

But, as POTUS, one cannot claim "following orders". Instead one tries to escape accountability via the "following procedures" defense.
