3. An acurate metaphor, but the "tide" is the people at the bottom.
The rich can only do well for real when there is social justice in the world.

The Republicans solutions are all akin to lifting the boat out of the water with a crane.

6. The Wicked Witch of the West
never bothered to notice that some boats have holes in them--and since poor people can't afford to plug up the holes in their boats, the rising tide sinks them.
