It was tantamount to the old reliable, "Mistakes were made" phrase that is the favorite of republicans.
As for his saying he "takes responsibility" for anything, isn't that what others in his cabal said about torture in Abu Ghraib? Murders and torture in Gitmo? The list is endless, but none of these people suffered any consequences whatsoever for their "responsibility," did they?

for owning up to mistakes but that is not what I heard. "To the extent to which mistakes were made" does not a full apology make.
