1. The word "high" at the time the founders' used it meant "of office" |
|
and so the impeachable act was a crime of office - one that could only be committed because of that person's privilege of office.

An impeachable offense is whatever 51 % of the House members vote to say it is.
Tiny offenses can be impeachable and great crimes may not be.
