A few weeks ago Paul wrote about Election reform, and cited a book about the 2000 election tomfoolery. Does anyone recall the author and/or title of that book, or recall and have access to the column to look it up?

I've been wracking my brain trying to remember this guy's name (after allowing too much time to pass to be able to access the column through the NYT site). It didn't occur to me until now to ask.
