3. A mulligan is a game reference
It means to ignore the bad outcomes of your first turn, or to do a "restart" in the beginning of a game.

I don't understand what is meant by this in this context, though. Perhaps someone else could explain that.

he's clearly getting a "do-over" with Rita, in that federal gov't response, if percieved to be better than adequate, will push his dismal failure in NOLA off the front pages, and allow him an opportunity to rehabilitate himself.

20. Mulligan in golf means the player is allowed to hit another ball
without counting the previous shot. It is not a rule of golf,
it is simply an accomodation by other players as a gesture of
forgiving the bad shot.

8. Bingo...Rita is the big "Do over"....
In golf, if you bounce your first ball off the cart path and into the lake, you can call a mulligan (if you are playing with forgiving buddies or underlings) and try, try again.

Or politically, if you leave thousands of poor people languishing on their rooftops for a week and kill a couple of thousand people with the first hurricane, you can evacuate everybody two days early with the next one and move every single breathing NG member avaiable into the state in the danger zone 48 hours ahead of time with the next one.

14. My take from Aaron's "Mulligan" (do-over) reference was that this time
Dubya was going to come in BEFORE the hurricane, instead of many days afterwards, like he did with Katrina. Have to get the photo-op this time, you see, and show that he is on top of things. Of course, we all know he was visiting the Del Coronado in the San Diego area, as well as pretending to play the guitar, and later having a birthday cake sharing moment in Arizona with McCain in the first days after Katrina - more photo-ops that have backfired on him. Now he wants to show how (cough - cough) strong and presidential he is.

reference. I kill me!), calling it a 'mulligan' is NOT flattering. Anybody who knows anything about golf knows that mostly only putzes use mulligans and they are usually an admission that you suck.

16. Don't use that ugly word, slice
I used to have the greatest prettiest high draw. Then I hurt my elbow and started practicing my swing indoors. Had to cut off my follow through to miss the ceiling, and that caused an outside-in path and this ugly weak cut. Everyone is gaining distance, and I'm a weakling in the right rough. Mulligans all over the place.

My husband is the golf nut. He practices in our pasture. He swears he does not aim at the horses, but they get this really weird look in their eye and all cram up near the gate when he heads that way....

PLUS...ol' Prezdent Gee Dubya and Texas Gov. "Good Hair" Perry will have a French kissing, tongues waaayyy down each other's throats, butt slapping, high fiving, self-congratulating LOVE FEST about what a great job they did. And a little wink-wink about what can be accomplished if YOUR state would just elect a repug governor.
