Is anyone familiar with these acts that passed the House?

School Readiness Act
Manufacturing Technology Competitiveness Act

They passed the House. Does anyone know what the good and bad aspects of these bills is? Usually, there is some nasty agenda behind everything the Republicans do, so it would be good to know what, if anything, they sneaked through here.
