Can Delay blackmail Bu$h for a pardon?
I think that Rove uses quasi-blackmail all the time. It is the only way to explain the lack significant leaks. Delay must have some shit on Bu$h and Rove. Will he play his hand? Will it work? I think Bu$h would pardon him in a heartbeat if it meant keeping certain information from the Houston area squashed. Also, Bu$h has very little to lose politically from a pardon. His numbers are already in the toilet. If Delay has info on a 70s cocaine arrest, AWOL, or other Bu$h peccadilloes, he has himself a pardon (or a Baxterizing).

On the other hand, I'm sure Rove has a dossier on Delay. Vice-versa, too, probably. Yummy. Popcorn with your Schadenfreude?

3. He won't have to blackmail anyone.
So long as he remains loyal to the Bush cartel, he can expect a pardon. Absolute loyalty to insiders is the name of the game for these people. That's why they're so hard to bring down.

4. Absolute loyalty is blackmail.
In fact, absolute loyalty is blackmail in its worst sense. Absolute loyalty requires overlooking malfeasance. So does blackmail. It is all part of the political whoring game.
