Here's what I think happened.

Votes were tied at 211 211 and had been open for 45 min.

Then somehow the R's got a vote and the motion went down 212 to 210.

Pelosi and others were yelling that not all had finished voting.

This is total horseshit....this is the way the government runs?

18. Actually it was 210-212
then after threatening or putting money in their pockets or whatever it took 2 spineless Republicans switched their votes. This is the most CORRUPT congress ever.

.. dems had the vote, then R's help open the vote for an hour. When they turned a few people, the imidiatly closed the vote.

20. god, that is such bullshit
if the republicans don't get their way, they twist people's arms until they agree with them. How can Americans, or even republicans in the house, think this is an ok tactic? There must be some half-way sane republicans, at least I gave them the benefit of the doubt that there were some.

That's just standard operating procedure these days. Keep the vote open until you twist enough arms and then shut it down.

I think we need U.N. monitors in Congress to ensure fair procedures.

WASHINGTON - The House narrowly approved a Republican-crafted energy bill Friday aimed at encouraging construction of new refineries, although opponents said it would do nothing to ease energy prices while handing unneeded benefits to a profit-rich oil industry.

Supporters of the measure said that hurricanes Katrina and Rita made clear that the country needs more refineries, including new ones outside of the Gulf region. Critics argued it would allow the oil industry to avoid environmental regulations that would lead to dirtier air.

The bill passed 212-210. Its prospects in the Senate were uncertain.

The vote, which was supposed to be taken in five minutes, lasted more than 40 minutes as GOP leaders searched for the last two votes they needed to get the bill approved. They buttonholed lawmakers for last-minute lobbying as Democrats complained loudly that the vote should be closed. Finally two GOP lawmakers switched from "no" to "yes," giving the bill's supporters the margin of victory.

No Democrats voted for the legislation.

In the first major House vote since Texan Tom DeLay was forced to step down as majority leader, Republicans won, 212-210, in a roll call that ran more than 40 minutes, far beyond the allotted five minutes.

Democrats in the chamber chanted "shame, shame, shame" as the final tally was announced.

When over two dozen Republicans initially voted no, DeLay, Barton, House Speaker Dennis Hastert and new Majority Leader Roy Blunt circled the chamber and cajoled the holdouts.

The palm-sweating vote switched from "yes" to "no" several times, but Republican Rep. Mike Simpson, the speaker pro tempore, did not gavel the vote closed until it swung in the Republicans' favor.

Several Democrats protested that the vote was being held open. "I am informed that every member of Congress who is in town has voted," Democratic whip Rep. Steny Hoyer of Maryland said at one point, when the tally was 210 yes, 214 no.

House Democratic leader Nancy Pelosi also complained, saying the proceedings were bringing "dishonor to the House."
