Why did House members change their votes on the MakeOilmenRicher bill?
Are they impatient and say, "Oh, the hell with it! I'll change my vote." Or were they given an offer they couldn't refuse?

I don't understand their lack of resolve.

Why do they bother voting at all if brute force always wins out anyway? I think House members should live in a Safe House during their term so that their votes are protected.
