Some senators are also questioning the appointment of yet another lawyer – Julie Myers, 36, who barely meets the statutory requirement of five years of law enforcement and management experience to head the sprawling Bureau of Immigration and Customs Enforcement. Her uncle is retired Air Force Gen. Richard Myers, whom Mr. Bush appointed chairman of the Joint Chiefs of Staff in 2001.
Democrats and other critics charge, too, that the Bush administration fosters a revolving-door policy in which appointees return to the business world and become consultants and lobbyists who ply on their old government service. And there have been complaints that the administration has tried to politicize agencies.
