6. I don't expect even that would help; two reasons... |

1. Katrina: Similarly to the reaction to Bush's "nobody could have foreseen the levees breaking," people would begin to criticize Bush's preparations for a terrorist attack immediately in its aftermath. As you recall, security is why he was "re-"elected, and now that people know the truth, he would be burned in effigy.
2. Osama bin Laden: "Dead or alive." The fact that neither is the case would become glaringly obvious, and the name of our old nemesis would once again be on everyone's lips, along with the fact that he's still out there, a menace in the shadows, despite campaign promises to the contrary.
In short, another terrorist attack would simply underscore the fact that not only are we no safer, we're actually LESS safe from terrorism. Oh, and the lack of a terrorist attack allows the focus to remain on our dismal domestic situation. Lose / lose for Bush.
