I believe passage requires a simple majority of the voters across the board, but will not pass if a super-majority in 3 provinces vote against it.

you have to consider who you are working with.. I was in an islamic republic in the peace corps in 1973... logic and reason is NOT to be found in islam.. they have never had an Age of Reason..
it is run by a small group of religious leaders all trying to maintain power,... education is about the Koran, actually the Iranians are aparently the best educated in the reagion..
dont make the mistake of projecting 'yourself' into the situation it is like NOTHING you have ever seen.. unless you have been there.
When that wet brain alcoholic burnt out drug addict moron invaded Iraq i totally freaked out.. it was the end of civilization for me.. "They" dont ever forget.. time isn't a healing element.. they hold grudges all the way back to the days of the prophet..for what to us would be trivial things..
they are not going to forget this one...!!

The constitution requires a simple majority in Iraq as a whole, but it can be defeated by a 2/3 'no' vote in 3 of the 18 provinces, regardless of the outcome nationwide.
