The WH is preparing for indictments. If the WH expects indictments of Libby and Rove and are announcing this can there be any doubt that Fitz is going to nail them?
The quesion is will Crashcart resign if he is indicted? Will Chimpy resign if he is cited as a target?

It means that if Rove is indicted, the WH will have to follow through with their "trial balloon". It seems more a statement of policy.

If anything, I think the White House is just preemptively answering questions they know they are going to be asked anyway.
But I like your second set of questions: "The quesion is will Crashcart resign if he is indicted? Will Chimpy resign if he is cited as a target?" Now that the Rove/Libby question is answered, let's hear the press ask about Bush and Cheney.

This strikes me as "not news" news & trying to cover their asses. I thought the pledge all along (or at the beginning) was that if someone got indicted they would resign -- the pledge or expectation. Now they are trying to act like it's something new? Like I say sounds to me like they're trying to control the impact.
I love watching them squirm.
