What's up with this photo?

It's of boxes of questionnaires relating to Harriet Miers arriving at Capitol Hill, but the boxes say (I think) www.WHITEHOUSE.gov and have a huge W on it.

Now it could be argued that the "W" is for "White House" but that strikes me as a specious argement. Is Bush (or his team) really so full of hubris that they brand official White House boxes with his initial?
