Cheney has never been suggested as a presidential candidate |

because the people in charge (other than Cheney himself, of course) have known from the beginning that he was unlikely to complete his term as Vice President due to the numerous scandals and shady dealings that he's been behind. At some point, something was bound to give.
Thoughts? Insights?

... Republican leadership, but it was Bob Woodward who put out the meme to begin with. That's why the possibility is still lingering.
Let's look at the possibility of a new war late in the Bush game--would the Republicans then go with someone who could be considered a person capable of continuation of that new war, to keep the war frenzy whipped up? Frist, no, not any longer. Hagel, not likely, because he's showing doubts about the current one.
The most likely indication that Cheney wouldn't be a first pick is that his overall popularity ratings have been well below Bush's, and he gets very low marks for honesty.
I don't think it's likely for Cheney to get a nomination--especially now--but, if he survives the current scandals, he'd probably think about running, no matter what he's saying now.
