WASHINGTON, Oct. 19 - The House of Representatives this afternoon postponed action for a day on a bill that would be a cherished victory for the National Rifle Association: a measure shielding gun manufacturers and dealers from liability lawsuits
The House bill, identical to one passed by the Senate on July 29, would prohibit lawsuits against gun makers and distributors for misuse of their products during the commission of a crime. The House had been scheduled to vote this afternoon, but leaders put off the vote until Thursday, apparently to concentrate on budget legislation.
Supporters of the gun bill, which will be sent to President Bush for his signature and give him and his Republican allies something to celebrate during a rough stretch for the White House, say it is needed to protect the domestic firearms industry from lawsuits that threaten its very future.
But opponents of the bill, most of whom are Democrats, have argued that there is no lawsuit-spawned crisis facing the gun industry, and that the bill's march to passage is simply another reflection of the N.R.A.'s influence.
