It is illegal to out a covert CIA agent. I don't believe that there's any law against naming a non-covert agent (though I agree that it's still not a good idea). I'm not sure what Plame's status was, but this might be the loophole the repukes try to slip through if they can.

15. It wasn't just that she was covert

If I remember correctly, she was involved in setting up (or at least being active at, while undercover) a CIA-controlled company for some operation they were doing for something (sorry, I've since forgotten the details).

So it wasn't just that she herself was outed. Since she was identified, it meant the whole operation that the CIA had spent years setting up was now shot to shit, and that whole company (and hence the operation) was tainted since she was known to be associated with it.

The CIA wasn't just pissed about "an agent" getting outed, though that's certainly improper (and illegal). It was not only an agent, but it basically meant this whole operation was correspondingly outed and over, and they'd have to start over again (if it were even possible).

It's never just an agent, it's everything that agent was or is involved in that potentially goes down the drain with the agent. That's what pissed the CIA off (and I'm pretty sure you don't want to go around making enemies of the CIA - they have long, long tentacles).

People who were her overseas contacts will now be suspected of being on the CIA payroll (even if they themselves had no knowledge of Plame's activities).
