...before the trial.
Because he can't do anything else that would make him look shittier to the American Public.
He would remove all public perception that he is "staying aloof" as well as deepening the already nascent public perception that he is involved. His pardoning of the Plame leakers would open the door for impeachment, and make it not only more likely, but more palatable to the general public. Hell, after the Meirs fiasco, it might even be some of his own supporters calling for his impeachment.
And it would destroy his apologists and defenders ability, day after day, to dilute the criminality as the trial progresses and to hide and obfuscate whatever the trial would reveal. Even if he did pardon them, they would still have to resign, IMO, or they'd sit there like millstones around his already sinking presidency.
So go ahead, Georgie. Pardon away.

Pardons at this point would be a very dangerous precedent and put this country in a position it's never been before. Hope and pray that he knows better than to try that. No good would come out of it. It would probably force Congress' hand before it was ready.
