I knew nothing about the memo being kept in a safe for weeks on end. I missed this part. For all of you.

1. What was the date of Libby's meet with Cheney?
Maybe the memo is what Cheney was working from at that point. And it was marked "secret".

3. June 12 was date of Cheny telling Libby. June 12 date Armitage wanted
to see what State Department had on the author of the Niger report (because someone was leaking story to newspapers that day or week). June 10 is date of memo.
