Investigation: Armstrong Williams
Disposition: The GAO said the Education Department's contract with Williams violated the law barring publicity or propaganda that did not disclose that the government had sponsored it and taxpayer funds were used.
Investigators at the Education Department have contacted the U.S. attorney's office regarding the Bush administration's hiring of commentator Armstrong Williams to promote its agenda. The action was disclosed by Sen. Frank Lautenberg, D-New Jersey, who has pressed for a criminal fraud investigation focused on questions about whether Williams actually performed the work cited in his monthly reports to the Education Department. The Government Accountability Office has concluded that the Education Department engaged in illegal ''covert propaganda'' by hiring Williams to promote the No Child Left Behind Act without requiring him to disclose that he was being paid.
The attorney's office has a range of potential remedies, from suing to recover the money to possible criminal charges, said Dan Katz, chief counsel for Lautenberg.

He will bring down large numbers of GOP leaders. His Mafia ties make for very sexy news copy, such as the recent story about him ordering a hit on a Senate staffer, who got whacked numerous times with a baseball bat.

Ex-partner cooperates in fraud prosecution

A former SunCruz spokesman has cooperated with prosecutors in the fraud case against Washington lobbyist Jack Abramoff and businessman Adam Kidan.

BY DAN CHRISTENSEN

dchristensen@herald.com
With a guilty plea Monday in a widening Capitol Hill corruption scandal, federal prosecutors in South Florida have landed a star witness in the fraud and conspiracy case against Jack Abramoff and Adam Kidan in their $147 million purchase of SunCruz Casinos.

Michael Scanlon, Abramoff's former partner, agreed to cooperate here as part of a broader plea deal with the U.S. Justice Department in which he pleaded guilty to conspiring to bribe public officials, including an unnamed congressman.

10. 2 more for Georgia
Thanks for the great list. Here are a couple of more from Georgia, courtesy of the Red Morals web site:

Right Wing Leader pleads guilty to public indecency
Matthew Glavin, head of the Southeastern Legal Foundation--a right-wing group and self-appointed morals cop, which most recently brought suit to disbar President Clinton in Arkansas--pleaded guilty to a charge of public indecency. An undercover federal officer spotted him indulging in the sin of Onan al fresco, on a trail in the Chattahoochee National River Park near Atlanta. Glavin then made advances to the officer, who arrested him. No doubt pornography brought him to his low state--probably reading the steamier passages of the Starr report.
See “News of the Week in Review: Matthew Glavin charged with public indecency,” The Nation, Nov. 6, 2000.

Georgia state representative charged in 30-count indictment for conspiracy, money laundering, health care fraud and more
Former Republican state representative Robin Williams and four others accused of stealing millions from Augusta's mental health center were scheduled to make their first court appearance in June 2004, after being named in a 30-count federal indictment issued in May 2004. Williams, who was a Republican state representative for 10 years and a candidate for mayor in the previous election, was charged with conspiracy, theft, money laundering, health-care fraud and bribery, in connection with the Community Mental Health Center of East Central Georgia scandal. According to the charges, while serving in the General Assembly, Williams allegedly arranged for a co-defendant to be hired at the mental health center, who then steered lucrative contracts to companies with ties to Williams, who would in turn reward the co-defendant with cash and gifts.

Officials hit briefing halt by Goyette

CHICOPEE - Aldermanic President Keith W. Rattell expressed concern yesterday that Mayor Richard R. Goyette's decision not to brief aldermen on financial orders jeopardizes expenditures by departments and obstructs the smooth running of city government.

Goyette, who was arrested on federal extortion charges two weeks ago, remains in office and has performed some, but not all, of his traditional duties.

Goyette was in his office yesterday morning, left and then returned in the afternoon, according to his staff. He was not available for comment.

Scandal unleashes finger pointing
Cox's blackmail charges refuted by Fieger camp

By L.L. Brasier and Patricia Montemurri
Special to the State Journal

Lee O'Brien, a lawyer with a criminal record, huddled in a West Bloomfield sports bar on the night of Oct. 14 with a top aide to Michigan Attorney General Michael Cox.

O'Brien, according to Cox, was there for a shakedown.

While meeting with Cox staffer Stu Sandler, the attorney general says, O'Brien brought a message from attorney Geoffrey Fieger: Back away from an investigation of questionable political spending by Fieger or they'd reveal that Cox had cheated on his wife.

That night, O'Brien became a key player in a high-stakes political tsunami that threatens the high-flying careers of Cox, regarded as an ambitious player in the state Republican Party, and Fieger, the flamboyant attorney who parlayed a once-small Southfield law firm into a legal juggernaut after becoming known as the legal defender of suicide advocate Dr. Jack Kevorkian.

22. CPB-Chairman violated statutory provisions &the Director’s Code of Ethics
another update to note on former CPB Chair, Ken Tomlinson, OIG finds that Tomlinson violated ethics code, in regards to program content ("balancing" Bill Moyers with Tucker Carlson), and broke the law, in regards to hiring practices (hiring former RNC Chair, Pat Harrison)
-----------------------------------------------------------------
The Corporation for Public Broadcasting, Office of Inspector General, has conducted a review of alleged violations of the Public Broadcasting Act of 1967, as amended.

We found evidence that the Corporation for Public Broadcasting (CPB) former Chairman violated statutory provisions and the Director’s Code of Ethics by dealing directly with one of the creators of a new public affairs program during negotiations with the Public Broadcasting Service (PBS) and the CPB over creating the show. Our review also found evidence that suggests “political tests” were a major criteria used by the former Chairman in recruiting a President/Chief executive Officer (CEO) for CPB, which violated statutory prohibitions against such practices.

Hypocrite: Bernard Bailey Kerik, (born September 4, 1955) is an American law-enforcement officer. Kerik was Police Commissioner of the City of New York (2000-2001). In December 2004, George W. Bush nominated Kerik as Secretary of Homeland Security.

Exposed: A week later, Kerik withdrew his acceptance, explaining that he had employed an illegal immigrant as a nanny; subsequently, numerous allegations of extramarital affairs and past conflicts of interest surfaced, which would have led to a difficult confirmation battle

<snip>

But this turned out to be just the tip of the iceberg. Shortly after withdrawal of the nomination, the press reported on several other scandals which might also have posed difficulties in gaining confirmation by the Senate. These include: an outstanding arrest warrant from 1998 stemming from unpaid bills on the maintenance of a condominium (documents regarding this warrant were faxed to the White House less than three hours before Kerik submitted his withdrawal of acceptance to the President); questions regarding Kerik's sale of stock in Taser International shortly before the release of an Amnesty International report critical of the company's stun-gun product; two simultaneous extra-marital affairs, one with his publisher Judith Regan, alleged by many close to Kerick to have taken place partly in a donated apartment near the World Trade Center site intended for rescue workers; a sexual harassment lawsuit; allegations of misuse of police personnel and property for personal benefit; connections with a construction company suspected of having ties to organized crime; and failure to comply with ethics rules on gifts.

U.S. Files First Criminal Charges Against Contractors in Iraq
Nov. 17 (Bloomberg) --

The U.S. Justice Department filed the first criminal charges against a contractor receiving Iraq reconstruction contracts, according to court documents.

Philip H. Bloom, 65, funneled at least $693,000 in bribes and kickbacks through bank accounts in Iraq, Switzerland, Romania and the Netherlands in the year through January 2005, according to the documents filed yesterday. The money then went to at least two unnamed U.S. government officials and their spouses in exchange for reconstruction work valued at over $3.5 million, the documents show.

Rove Discussed Programming With Public TV Chief, Konz Says
Nov. 17 2005
(Bloomberg) --

Presidential adviser Karl Rove and Kenneth Tomlinson, then chairman of the Corporation for Public Broadcasting, discussed creating a ``conservative'' talk show and adding it to the public television lineup, the organization's top investigator said.

Kenneth Konz, inspector general of the nonprofit company that oversees government funding of public TV, said in an interview yesterday that Tomlinson and Rove exchanged e-mails on programming and that Tomlinson also wrote to Rove about ``shaking up'' the agency and recruiting Republican staff.

In a report two days ago, Konz said Tomlinson broke federal laws and internal rules by hiring corporation President Patricia Harrison, a former Republican National Committee co-chairwoman, based on her Republican ties. The report discussed the e-mails but didn't identify Rove as one of the people involved.

Disposition: a federal grand jury subpoenaed Bennett's billing records from town hall as part of an investigation into an undisclosed matter. Bennett stepped aside as Marlboro attorney in March after the Asbury Park Press reported that he double-billed the township $8,130 for work to revamp the township's code book. A day after leaving office, losing the election, he registered to become a lobbyist for private business clients so he can talk to lawmakers he once served with about pending legislation. He has also been accused of charging more than $100,000 over seven years to rewrite the township ordinances, a job he left unfinished.

Conrad Black indicted for fraud By David Bailey
Thu Nov 17, 7:23 PM ET

CHICAGO (Reuters) - U.S. prosecutors announced criminal fraud charges on Thursday against Conrad Black and his former associates, accusing the ex-publisher of looting his now-shrunken media empire, once one of the world's largest

The executives not only illegally dealt themselves millions of dollars from the $2.1 billion sale of hundreds of Canadian newspapers, but Black also misused corporate perks by taking the company jet to Bora Bora for a vacation and spending more than $60,000 on a birthday party for his wife, the mail and wire fraud indictment alleged.

"All in all what has happened here has been the grossest abuse by officers or directors and insiders," U.S. Attorney Patrick Fitzgerald told a briefing.

<snip>

THREE FORMER HOLLINGER EXECUTIVES NAMED

Also named in the indictment were three former Hollinger executives -- John Boultbee, Peter Atkinson and Mark Kipnis, Hollinger International's in-house lawyer. He was charged in an earlier indictment in August and pleaded not guilty but additional counts were added in Thursday's indictment.

"Let this investigation be a warning to those in corporate America or elsewhere who would attempt to defraud shareholders, that these crimes do not pay and we will eventually find you," said Robert Grant, special agent in charge of the Chicago office of the FBI.

DeLay Ex-Aide to Plead Guilty in Lobby Case
Michael Scanlon, a former top official for Representative Tom DeLay and onetime partner of the lobbyist Jack Abramoff, has agreed to plead guilty in a deal with federal prosecutors, according to his lawyer. The deal reveals a broadening corruption investigation involving top members of Congress.

Criminal papers filed in federal court outlined a conspiracy that not only named Mr. Scanlon but also mentioned a congressman, identified only as Representative No. 1, as part of the exchange of favors from clients funneled to lobbyists and officials.

This was the first time that a member of Congress, identified by lawyers in the case as Representative Bob Ney, Republican of Ohio, has been implicated in criminal papers as part of the inquiry, which has sprawled from Indian casinos to the lucrative lobbying firms of Abramoff and Scanlon and then reached to the Republican leadership.

Whistleblower's Iraq claims to be investigated:
Friday, November 18, 2005; Posted: 8:57 p.m. EST (01:57 GMT)

"It's long past the time for people to be held accountable," Sen. Byron Dorgan of North Dakota says.

WASHINGTON (CNN) -- A whistleblower's claims that reconstruction in Iraq has been rife with waste, fraud and abuse -- particularly in regard to a division of Halliburton -- will be turned over to the Justice Department, a U.S. senator said Friday.

Sen. Byron Dorgan, D-North Dakota, has championed the cause of whistleblower Bunnatine H. Greenhouse, a former high-ranking civilian employee of the U.S. Army Corps of Engineers.

Greenhouse has testified that the contracts awarded to Kellogg, Brown and Root represent "the most blatant and improper contract abuse I have witnessed during the course of my professional career." (Read about a U.N. report on KBR's work in Iraq)

Dorgan attempted unsuccessfully to persuade Congress to hold hearings on the allegations, and when they declined he conducted unofficial hearings before the Senate Democratic Policy Committee. (Read how Democrats attacked Halliburton before last year's presidential election)

Corrupt Halliburton KBR

U.S. Aide Accused of Graft in Iraq Had a Shadowy Past (NYT)
One of them dressed all in black, Johnny Cash style, even in the summer in Iraq, where the temperature often rose above 120 degrees. The other put up huge blue-and-white signs advertising one of his companies - GBG Logistics - that remain standing even now along the dangerous road to the Baghdad airport, after car bombs and firefights have destroyed nearly everything else around them.

This week these two Americans, Robert J. Stein Jr. and Philip H. Bloom, were charged in federal court with working together in a bribery and kickback scandal. Mr. Stein, the one who favored the black attire, worked for the American occupation authorities as a comptroller and financial officer and is accused of receiving hundreds of thousands of dollars in bribes to steer lucrative reconstruction contracts to Mr. Bloom's companies.

The work done for those contracts, amounting to at least $13 million in the area around the southern city of Hilla, was either never done or was of such poor quality as to make the results almost useless, according to reports by the special inspector general for Iraq reconstruction.

Problems included computers that were never delivered, renovation work that was never carried out and buildings that began falling down almost as soon as they were built.

"It's the most shoddy work I've ever seen from a contractor," said a State Department official who was stationed in Hilla and inspected some of the work at first hand. "It's a disaster." The official requested anonymity to preserve his ability to continue to work in Iraq.
